Guionista, dibujante y editor estadounidense.
En 1940 comenzó a trabajar en Timely (futura Marvel) donde creó a The Vision, Red Raven, Marvel Boy y Comet Pierce.
En 1941 creó a The Young Allies y a uno de los más grandes personajes del comic-book: Captain America. Este mismo año fue nombrado el primer editor jefe de Timely (Marvel).
En 1942 creó a la Newsboy Legion a Boy Commandos.
En 1954 creó a Fighting American.
En 1959, a The Shield y The Fly.
En 1974, a The Sandman.
